anderen: karakterkoppen, kermisklanten, volkse types."

merry fellow
Explanation:
If I have more context, and know where "ze" ("daar hangen ze") refers to, I could perhaps provide a better answer.

However, when the text deals with masks; I picture the face of a happy person, slightly drunk perhaps, in the right mood to celebrate kermis, a celebration which involves frivolity of all kinds and drinking.

Bedankt!

funfair folk

Explanation:
Van Dale translates "kermisklant" as "showman" which I disagree with. I think what is meant here are the (sometimes dodgy) characters that hang around funfairs. So a more general term you could use could be "funfair folk".

Asker: Kijk maar even: http://dictionary.sensagent.com/kermisklant/nl-nl/

Asker: Dank u!

agree  Sanmar: De opa van mijn man was 'showman' hier in Engeland.

low-life

Explanation:
I take it that the 'kermis' in question is a 'fun fair' in English rather than a 'circus' where you pay to enter. A fun fair is more for the working classes.
'Low-life' is used for people regarded as unacceptable by society at large: drug dealers, prostitutes, alcoholics, beggars, hustlers etc., the types that hang around fun fairs and such to prey on the other fun fair visitors.

Example sentence(s):
  • Their photos hung there amongst all kinds of others: character, low-life, working class types
