Since my neighbour is an expert, working in this area, as a Planner for the top Railway Developing companies (he's been at it a number of years), I thought I'd ask him for you.
I did not want to post Dry Run as that was mentioned in the discussion, only thing is I couldn't post, for some reason, in the discussion, anyhow, Static Test or Dry Run is, according to my neighbour, correct. I am not interested in the point thing/game here, I just wanted to tell you what I learned.
His first reply: Het is een 'oude praktijk-term' om zonder ingebruikname van het totaal-systeem toch e.e.a. te kunnen gebruiken of testen.
Een statische test/of "static test" is iets wat hier in de buurt komt qua vertaling.
My reply: dry run, ik weet niet of dat de goede term is, het geeft het niet goed genoeg aan, statisch test, dat geloof ik wel, maar met het nachecken zag ik dat het een term is wat gebruikt wordt in verband met software testen.
His second reply: Een collega herinnert zich dat bij oud treinmaterieel "droogschakel" knop heeft gehanteerd. Destijds was er veel "gerommel en gesis" te horen. Dus veel pneumatische schakelaars ging in werking (dus niet specifiek software, maar ook mechanisch).
Je suggestie van "Dry run" lijkt ons zodoende passend.
I get regular requests for very large tender documents, Belgian stuff, about trains (well, actually high speed trams), which is one of the reasons I thought I might look into getting that Rail-Lexic dictionary. However, most of it is just too full of highly specific train terminology for me, so I always politely decline. But there seems to be a fair amount of that kind of thing available, on a pretty regular basis.
Yeah, I have that little Wolters-Noordhoff Technisch Woordenboek too. It's completely useless. It lives on my "collectors' items" shelf.

Well, if you think there is work in that field, come to think of it, there probably is, trains play a big part in daily life. These books are expensive in the Netherlands aren't they, books for me, are way to cumbersome, boy was I glad to have Van Dale on my computers, that book is harder work than mining coal. Still, I do have a big list of to-get dictionaries, etc., won't say which ones, as do not wish to give anyone bright ideas if they don't already have them, however, I bought c couple of silly old ones that have nothing in them, I do not know how they got away with publishing them, or how I was so stupid to waste my money. I bought this nice little green Technisch Woordenboek, Wolters-Noordhoff, and gave up trying to find anything in it. I'll have a look for that word in it.. nope, droog rekje, droogschuur, I'll put it back on the shelf to collect dust.
People may know dry run Michael but they may have no idea what they should use for the asker's question, if they did the asker would also not need ask anything would he. I find both terms, without side info, inarticulate, alone they mean nothing, words that tell you the entire story and no mistake about it, they are best, however, they aren't always available or you have to think things through, further then. Since the asker has his context then the terms are okay. If he has all week he might be able to think up better alternatives. How much time can a person spend on such things, I guess that depends on how fanatic a person is, personally, I go as far as I need for my work, but I'd rather go to a party than spend all night on a term, basically, is it correct and is it good, if it is good, it's good enough, as far as I can see.
I was going to get the print edition, but if the CD-ROM gets updated once in a while, it would make more sense to get that one. Decisions decisions. I've already had my Xmas present though (http://www.amazon.co.uk/Civil-Code-Netherlands-Second/dp/904... ). Maybe for my birthday ;)
Rail Lexic Dictio, never heard of that one, perhaps if the fella next door has it I can get my granny to copy and write every word for me with her inky quill, she likes the exercise, or I'm sure she will.
But everyone knows what a "dry run" is, or am I missing something here? Furthermore, "droogschakelen = dry run" … seems pretty reasonable that they are connected. At least that was my initial reason to make the link.

Your dry run was, according to my sources, okay, a better term would be one, I think always anyhow, that would allow anyone to understand the entire meaning without having to go off in search off extra material. However, many like to make things sound difficult and exclusive. Sometimes term + short explanation is better, I find.
Not sure which is better, "dry run" or "static test". Wish I had the RailLexic dictionary (http://www.uic.org/spip.php?article786 ). I'm saving up for it ;)
Incidentally, since you went through the trouble of consulting a person with actual train experience, I'd say you should just go ahead and add "dry run" to your answer, if you think it's correct, that is.
Het woord 'droogschakelen' komt misschien maar 3 keer in de tekst voor. Ik kan me echter voorstellen dat er voorafgaand aan: "Het beëindigen van het droogschakelen." het een en ander over wordt gezegd, het 'droogschakelen' is besproken.

Asker: Wow Terry, I really appreciate that! Based on an earlier recommendation of Michael Beijer and after having read the whole 20.000 words I just came to the same conclusion. The whole text describes a dry run and has got nothing to do with 'switching'. Your friend's expertise gives me extra confidence.
