The use is Belgian and whereas "ramp" normally means disaster, in the context of the following I am not sure how to translate the term - could it also just be the English word, ramp, as in sloping surface? The text is "Een bulldozer zal het zand en grind via een 3,5 m hoge storttrechter – de hoogte wordt om veiligheidsredenen beperkt door te werken met een ramp - lozen op een opvoerband, die het vervolgens naar een silo brengt op een hoogte van 28,5 m."

I think you mighgt be right... the Begium seem to borrow words from the French quite often, and rampe in French is ramp in English... and maybe helling in Vlaams...

agree  André Linsen: This most certainly is a word borrowed from French, as we Flemish so often do. A "ramp" can be either a slope from sand, gravel or even concrete, or it might be a steel loading ramp (like the ones used to allow a fork lift to drive into a semitrailer).
