Dutch term or phrase: poldergedrag
Nederlanders staan bekend om hun “poldergedrag”, dat wil zeggen hun geneigdheid om conflicten of problemen in de eerste plaats door overleg op te lossen. Zij zoeken niet voor al hun problemen hulp bij derden.

The polder model is a term with uncertain origin that was first used to describe the internationally acclaimed Dutch version of consensus policy in economics, specifically in the 1980s and 1990s.[citation needed] However, the term was quickly adopted for a much wider meaning, for similar cases of consensus decision-making, which are supposedly typically Dutch.

...The word polder model and especially the verb "polderen" (English: to polder) has been used pejoratively by some politicians to describe the slow decision making process, where all parties have to be heard.....

agree  Barend van Zadelhoff: 'polder model' is also used in the Economist for instance, but I think I would prefer 'polder approach'. It is not so much a 'behaviour' as it is an approach.
