since the src txt =

translating it as
(A) "the number of available facilities" (or even "the available facilities")
would imply that the "locatie" had, e.g., THREE facilities. that is, a facility for cooking (cooking facilities), for parking (parking facilities), and maybe recreational facilities. and that this had been reduced to TWO facilities
however, translating it as
(B) "amount of facilities" would mean less or more facilities in general
I think (B) is what is meant in the src text. The src says:
"Handhaaf het beleid om bij een afname van het aantal asielzoekers af te schalen door de bezettingsgraad en de voorzieningencapaciteit van bestaande locaties te verlagen,"
So if the number of asielzoekers is reduced, and consequently "de voorzieningencapaciteit" is lowered, (A) would imply getting rid of, say, the cooking facilities, which is probably not what is meant here. (B) however, might just mean scaling back the size of the kitchen, or shrinking the workforce, etc.
