outsourced civil servant Explanation: I think this would work. -------------------------------------------------- Note added at 1 hr (2017-04-13 19:06:27 GMT) -------------------------------------------------- e.g.: "This month we’ve interviewed Chris Morrison, an **outsourced civil servant** in the IT sector, who has been hit by the double whammy of a pay freeze and growing privatisation. Chris tells us the story of how outsourcing in the public sector has led to a decline in working conditions and created an environment where people are afraid to challenge the bad behaviours of management." (http://classonline.org.uk/blog/item/labour-market-realities-... ) -------------------------------------------------- Note added at 1 hr (2017-04-13 19:08:06 GMT) -------------------------------------------------- "Those who practise exclusively or almost so in criminal legal aid work are, in effect, a form of outsourced civil servant doing a form of specialised public service work. Much as we all hate Jim the Crim and Sid the Scrote, the chaos that they cause may be worsened if the system that processes them falls into disarray. " (https://www.pistonheads.com/gassing/topic.asp?h=0&f=205&t=13... ) ################################ "I wouldn't be so sure about not leaving the civil service. They are currently considering offshoring a very large % of the current outsourced work*, and outsourcing a lot more of their current work. Also the first Local Authority has announced it's offshoring its jobs (Birmingham if memory serves), and once one does it, the rest will soon follow suite, and once local council does it, there's a lot less bad publicity when the government does the same. Whether there are really savings to be made is highly debatable (and probably wrong), but the government wants to be seen to be saving money. * I was an outsourced civil servant and was told last week that my organisations plan is for 70% of our jobs to be moved to India within the next 14 months. " (https://www.bikechatforums.com/viewtopic.php?t=221972&start=... ) -------------------------------------------------- Note added at 1 hr (2017-04-13 19:11:36 GMT) -------------------------------------------------- and if you don't like "civil servant", a synonym such as: public employee public-sector employee public-sector worker public worker etc. |

civil servant on loan Explanation: I was first thinking of translating 'ingeleend' as 'insourced', and this is probably fine if reference is being made to 'ingeleend personeel' in general. In this specific context, however, I now think 'civil servant on loan' is a better solution. With 'on loan' meaning so much as being on loan from another government organisation. See D-box as well as the following examples: The National Health Service is in a category of its own as a huge central government organisation which has a large degree of independence but is otherwise constitutionally quite similar to NDPBs. It does not employ civil servants, other than on loan from e.g. the Dept of Health. http://www.civilservant.org.uk/information-definitions.html Ministry of Food. Increase of remuneration of civil servants on loan from other departments. http://discovery.nationalarchives.gov.uk/details/r/C7679893?... https://civilservicelocal.blog.gov.uk/2017/02/27/join-our-te... |

Reference: Inlenen / Insourcing Reference information: Insourcing contract staff allows pharmaceutical companies to reduce fixed headcount expenses while ensuring sufficient staff are on hand to get the work done. This flexibility is particularly useful in processes that have natural peaks and troughs. It also allows the company to retain greater control than if the work is outsourced. (...) In most industries, outsourcing non-core functions has long been the norm, and the pharmaceutical industry is no exception. Outsourcing makes effective use of limited funds and helps retain key expertise in-house. There are times, however, when the remaining in-house resources are not sufficient to complete critical tasks, especially in processes for which resourcing demands vary throughout the lifecycle of a project. (...) A growing trend is to turn to outside providers to fill these gaps by "insourcing" skilled staff. In some cases, just a few staff members are brought in, while in others, an entire job function can be handed off to suppliers in either a managed team or functional service arrangement. In insourcing arrangements, the insourced staff are not employees of the pharmaceutical company. A third-party supplier retains responsibility as the employer of the insourced staff, while the pharmaceutical customer is responsible for their day-to-day supervision during the project. http://www.biopharminternational.com/how-reap-benefits-insou... -------------------------------------------------- Note added at 2 days23 hrs (2017-04-16 17:03:28 GMT) -------------------------------------------------- PS. For 'ingeleende ambtenaren' the term 'insourced' probably works less well. I would consider using sth like 'civil servants on loan' instead. See D-box. |
