Since both answers offered essentially mean the same, it is up to the asker to decide which phrase would fit the context better. Going by the categorisation of the question under "Art/literary", I felt "eleventh hour" might be suitable. But if the tone of the context is more topical and factual, then Clem's suggestion might work better.
