Hmm. I suppose it'd depend on how many/which employers you mean when using the term. These seem to be the options:

(1) employer's liability insurance: liability insurance for/of/offered by a particular employer
(2) employer liability insurance: liability insurance for/of/offered by a particular employer

(3) employers' liability insurance: liability insurance for/of/offered by employers in general

(4) employers liability insurance: liability insurance for/of/offered by several employers

Barend is right that both forms are correct in terms of spelling. That being said, using the 'verbindings-s' nowadays seems to be the most common way of spelling/pronouncing compound nouns of this type. This is also reflected by the Woordenlijst Nederlandse Taal which contains various entries like 'werkgeversbijdrage' (but not 'werkgeverbijdrage'), 'werkgeversdeel' (not 'werkgeverdeel') and 'werkgeverspremie' (not 'werkgeverpremie').

your comment is related to a well-known spelling issue as well.

I am not sure what I would use in 'motorrijtuigrisico'.
I would, however, use 'motorrijtuigenbelasting' rather than 'motorrijtuigbelasting'.

There is no difference in meaning between the two of them whatsoever.

This is a well-known spelling issue called the tussen-s in samenstellingen.

It depends on pronunciation:

De basisregel voor het gebruik van de tussen-s in samenstellingen is dat een samenstelling een tussen-s krijgt als tussen de delen een s wordt gehoord. Op grond van uitspraakvariatie – sommige sprekers zeggen een s, andere niet – hebben veel samenstellingen twee gelijkwaardige spellingen: een met en een zonder tussen-s.

I would pronounce 'werkgeveraansprakelijkheid' with an s: 'werkgeversaansprakelijkheid'.
Perhaps somebody else feels like pronouncing it without an s.

Voor zover ik kan zien, gebruiken de meeste verzekeraars in NL ook gewoon de term 'motorrijtuigrisico' in dit verband.

As far as I can see, "werkgeversaanspr." is indeed short for "werkgeversaansprakelijkheid" (incorrectly spelled before as "werkgeveraansprakelijkheid"), which is used here as part of the word group "werkgeversaansprakelijkheid motorrijtuigrisico" (written in full), probably simply for the sake of conciseness.

"werkgeveraansprakelijkheid" seems to be the full version of the term, incorrectly spelled.
"werkgeversaanspr." seems to be an abbreviated version of the term, correctly spelled.

Not sure how the two make any sense together like that.

The question is: what is the difference between werkgeversaansprakelijkheid (with the 's') and werkgeveraansprakelijkheid (without the 's'). Looking at the original source PDF, the full phrase is
"werkgeveraansprakelijkheid, werkgeversaanspr. Motorrijtuigrisico"

As far as I know, the only difference is that "werkgeversaansprakelijkheid" is the correct spelling of "werkgeveraansprakelijkheid".

I am not sure I understand your src: "werkgeveraansprakelijkheid, werkgeversaanspr." Are you sure you have absolutely no more context than that?
