I can't think of any corresponding doctrine let alone mandate in English, all help very much appreciated (and needed...)

Would 'mandate' not fit better in this field, W Schouten and Bryan? Nothing wrong with 'authority' but I don't know about 'agency.'

neutral  Bryan Crumpler: This wouldn't work. "Mandaat" & "mandate" are false friends. "Mandaat" is the authority to act on behalf of another (the law of "agency" by definition). "Mandate" is a gov't order or requirement.

  -> Collins English Dictionary: 'mandate: 4a ... a contract by which one person commissions another to act for himor her gratuitously...' It adds a contract as well as Scots law defintion to that. It is not necessarily for Govt use only.
