Dutch term or phrase: dat zij 'geen strafblad' hebben
I need help from my English colleagues not as a translator but as a member of a pan-european NGO registered in Amsterdam. The Memorandum of Association has been drafted in Dutch and translated into English.
The original sentence is: 'een verklaring omtrent het gedrag, waarin staat dat zij geen strafblad hebben en aan hun belastingverplichtingen in het _ land van oorsprong hebben voldaan'. The English translation is: a declaration of good behaviour, stating that they have no 'pending criminal record' and fulfilled their tax obligations in their country of origin. A Board member is questioning the meaning of 'pending criminal record'. In my opinion, 'stating that they have no 'criminal records' would have been correct. Can you please tell me what the original source text really reads? In other words, can you back translate it for me, please?

The word 'pending' is superfluous, you are right. I would translate this as: "as statement of good behaviour, indicating that they have no criminal record and have fulfilled their tax obligations..., etc.".
