Hi, I'm having difficulty with this phrase in this context. I'm thinking it means "if [the moves] takes place or occurs" Thanks for your help!

Actually it should say 'hetzij plaatsvindt, [b]hetzij[/b] dusdanig definitief is, dat deze termijn niet aanzienlijk wordt overschreden...'

Or that's how I read it. 'Hetzij... hetzij' means 'either... or'.
