This refers to the person or company goods have been seized from in the course of a fire investigation. The police have investigated the site and seized certain goods like the CCTV footage etc. Now they want to return it to the "beslagene". The only references to beslagene I find in dictionaries are with regard to attachment in the case of unpaid debts. This is clearly a different situation.
