Dutch term or phrase: speciale-sectorbedrijf
This is a term that pops up frequently in the Aanbestedingswet, which I'm working on at the moment.

It generally turns up in combination with "aanbestedende dienst" ("contracting authority", according to EU legislation)

I've found the following definition online:
"Een speciale sector bedrijf is een overheidsbedrijf of een bedrijf of instelling waaraan door de overheid een bijzonder recht of een uitsluitend recht is verleend. Speciale sector bedrijven zijn bijvoorbeeld aanbieders van vaste netten van gas of warmte, elektriciteit, drinkwater, openbaar vervoer, havens of postdiensten."

Does anyone have any suggestions an equivalent term in English?

Explanation:
I know this is not an exact equivalent, but it's a good approximation. In practice, it's a legal monopoly or semi-monopoly.
I don't think "special sector company" conveys a clear meaning.

As per the official 'Self-declaration for public procurement procedures by contracting entities' form, aanbestedende dienst is indeed contracting authority and speciale-sectorbedrijf means / translates as contracting entity:

A contracting entity means:
a. a contracting authority,
b. a public undertaking,
c. an undertaking or entity that has been granted a special right or exclusive right by a contracting authority,
if that authority, that undertaking or that entity carries out activities referred to in Sections 3.1 to 3.6 of the Public Procurement Act (Aanbestedingswet), unless that activity is excluded from the application scope in Section 3.21 of the Public Procurement Act.

And indeed, the source on which I based my answer may not be perfect, even though it's an official form (see Phil's comment) and, even more importantly, this form is no longer in use (i.e. replaced by the European Single Procurement Document, see my note above).

neutral  philgoddard: It may indeed also be a contracting entity, aanbestedende dienst, but this is not what the Dutch means. // But entity and authority are essentially the same thing. And just because it has the Dutch government's logo doesn't make it correct.
