I am doubting about the translation of "tot stand gekomen" here. Is "effected" appropriate or does anyone have a better suggestion?

Also it may be better to reflect the weak intransitive verb in Dutch with a weak instransitive verb in ENG like come about or materialis/ze, though one entry in Cassell's Dutch/ ENG Dictionary is: 'be brought about'-

The answer, I think, also depends on the way De gerechtelijke beslissing is translated: the judicial ruling materialises or is handed down vs. the court's adjudication has not 'gone ahead'.

Example sentence(s):

neutral  philgoddard: "Come about" would work, but "materialise" doesn't fit the context.

  -> The example ECJ in Lux sentence suggests it is the other way round,as is fairly obvious to anyone who regularly reads law reports in English from anywhere in the world.
