Explanation:

The 'beschikking inhaalregeling' could be translated as 'decision (by the Dutch Tax and Customs Administration) on the recapture of foreign losses' or something equivalent.

On the basis of asker's additional information, it seems that 'inhaalverlies' en 'stallingswinst' are the actual terms that need translating.
