The term in question crops up in an agreement for mobile data services. The sentence is as follows:

"De betaling van X aan Y verloopt als een 'doorlopende post' als bedoeld in artikel 8 van de Wet op de omzetbelasting 1968."

I've looked at the Dutch legislation and I've also researched how the EU has tackled this issue in the past.

I'm currently thinking of rendering it as follows:

"... an item entered into a suspense account ..."

The problem is that this term appears a number of times in the text; once as part of a sub-heading.
