  -> Thanks Phil! Yes, it sounds a hell of a lot better than some sort of ugly ‘negative, unless’ construction.

disagree  Natasha Ziada (X): I don't think this is right. According to the ST the council clearly issues a negative advice, that will ONLY be overturned if certain conditions are met. So it is clearly not a positive recommendation.
