Things like this can't be translated because they are 100%-dependent on the reader's familiarity with popular culture. What is the intended purpose of the translation?

To be pedantic, one might argue that "Good moaning" is not spoken in a foreign accent, given that it said by a English character (Officer Crabtree) whose appalling French is represented in the show by him speaking English in an English accent but mangling the words dreadfully.

Having said that, I agree it's probably not an appropriate translation for "Goeiesmorgens", but then I don't know what is...

As far as I can see, 'gooiesmorgens' is supposed to be folksy, not foreign, and slightly daft. Something like 'good mornings' or 'tip o' the morn' might work.

Thinking along the same lines as jarry, a UK equivalent might be "Good moaning!" from the (very silly) TV series 'Allo 'Allo, which you still hear people saying years later...

Would Peter Sellers' Gut Meurning' be an option? He used in a film or series, whose name I forgot, in which he had to adopt a French accent.
