obviously, they don't mean folders/office binders. see e.g.: "zware materialen (zoals helmen, ordners)"

I tend to think it is map.
These binders can be pretty heavy. and anything loose flying around (excuse the pun) is dangerous.

I tend to think it is map.
These binders can be pretty heavy. and anything loose flying around (excuse the pun) is dangerous.
