Every chronological relationship is a temporal relationship, but every temporal relationship is not a chronological relationship. That is, chronological is more specific, temporal is more general.

Als we het hebben over de vraag wat hier wordt bedoeld met tijdsrelaties, dan, zo lijkt het, wordt een chronologische relatie bedoeld.

The author did not use the Dutch term "chronologische relatie", but "tijdsrelatie". I don't think it would be incorrect to translate it as "chronological relationship", but I think temporal r. might be better.
Also, I think freek's suggestion re: just leaving out the "relatie" part would also work fine.
conform zijn woordgebruik "per associatie". Zaken gerelateerd aan tijd... Bij tijdkwesties... Dat hele relaties kan je gewoon weglaten!
time issue
When dealing with (the) time (issue)/temporal relations we often get fooled by our own intuitions. After all this is also the case with a phenomenon that is as transitory as a dream but does occur in real/waking life, namely the 'déjà vu'.
Kennelijk is "tijdsrelatie" een begrip in de psychologie... maar voor Jan met de Pet zou ik "relatie" weglaten...

Juist, er vindt iets plaats op tijdstip A maar we denken/hebben het gevoel dat het plaatsvindt op een tijdstip ver voor A. (déjà vu).
Of we denken/hebben het gevoel dat iets plaatsvindt op tijdstip B maar in werkelijkheid vond dat al lang voor B plaats/bestond dat al lang voor B/ lag dat al heel lang op de plank voor B.
Yes, "wie weet hoe lang op de plank lag" is a use of language that is a bit vague and colloquial.
It means something like: something that has led a latent existence for a long time, something that has been in store for a long time. It has been there for a long time but so far it had not been noticed, it has been on the shelves for a long time but just now it found it's way to dream consciousness

De persoon plaatst iets in het nu maar dit iets bestaat al veel langer.
why yes, here it is: Bij een déjà vu weet je dat je je in een nieuwe situatie bevindt, terwijl je tegelijkertijd het gevoel hebt dit precies zo, in een ver verleden, al eens eerder te hebben beleefd. De meeste theorieën zoeken de verklaring in een zeer korte hapering in de neuronale verwerking van de huidige ervaring, waardoor een en dezelfde ervaring in heel korte tijd twee keer wordt verwerkt. De eerste, maar half geslaagde verwerking, staat er dan als een soort schim of echo achter en lijkt daardoor iets van lang geleden. In werkelijkheid speelt alles zich in een fractie van een seconde af en daarom is een déjà vu ook altijd een herhaling van de gehele situatie.
