Explanation:
It's about the DIY-stores (GAMMA, PRAXIS etc), where at the end of each aisle there is a product at a sale price to lure the customers to that particular aisle. Yet in my view, this text claims that this "freatured sale-product" should not always come from the cheapest brands in the category. As you mention, people also want quality, so to feature a premium brand item as the "featured sale-product" will justify the make-up of the shelves. One should pay attention to the make-up of the shelves on how the different brands are advertised, freatured or be put on sale. So if you never see a Bosch power drill as a featured product it will never lure the customers who ask for quality (based on premium brandname) to that aisle to look further.

kartrekker seems to me something / somebody which / who does the most of the work.

HET schap = Commodity Board, group or so


If you're sure the source text is HET schap instead of DE schapPEN, it must be bedrijfschap, productschap or so.
'identifying/legitimising the Board' could mean 'justifying the efforts to cooperate, to conclude price agreements and a common policy'.



If they mean DE schap(PEN):
de schap seems to me akin to English shop (High German Schapf, a shop has nearly always shelves), although it's never used in the sense of shop. Could they, however, mean something like 'toko' = general store??
