Michael, I would translate 'functie' as position
and 'taken' as 'functions/responsibilities/duties

So either might fit your needs, since access could be dependent on somebody's 'functions/responsibilities/duties' or 'position'.

For example, the people with function-based access may be (emergency) maintenance personnel, IT personnel (who have e.g. electronic access), and various supervisory personnel such as the Group Occupational Safety and Health Officer etc.
In U.S. and U.K. business English, "function" means the same as "job title".

I think TechLawDC's suggestion might also work, although it perhaps sounds a bit too technical/IT-ish. Not sure really. I found it used here, e.g.:

Not really sure how to translate the full sentence, without making a mess of it:

‘Diegenen die een geautoriseerde / functionele toegang hebben tot (onderdelen van) het bedrijf’

maybe sth like:

‘persons who are authorised to access the company or parts therof or are authorised to do so by virtue of their job role’

The term 'functioneel' here means so much as 'uit hoofde van hun functie'>> Diegenen die uit hoofde van hun functie toegang hebben tot het bedrijf of onderdelen daarvan.
