This is a strip of red tarmac which presumably slows cars down. I have not found a good translation. Google only comes up with "slurry layer" - but that seems to refer to something else.

Reference information:
The cars will slow down because of the different colour of the 'slemlaag'. The drivers will realize this is a bike lane and understand they need to be careful.
At least they hope it will work like this.

The City of Paso Robles also installed a colored slurry seal on the bikeways to create a visual separation from the road.

6.1 Algemeenheden

6.1.1 Beschrijving
Slems worden toegepast als oppervlakbehandeling van een verharding (bitumineuze verharding,
cementbetonverharding, keien, e.d.), een bindlaag, een lichtopen bestrijking, een funderingslaag of een
fundering. Zij bestaan uit een mengsel van minerale aggregaten, water, bitumenemulsie en eventueel
toevoegsels, dat ter plaatse bereid en verwerkt wordt.
Onderscheid wordt gemaakt tussen éénlaagse en tweelaagse slems. De aanbestedingsdocumenten
bepalen welk type slem gebruikt moet worden.

Het aanbrengen van een slemlaag heeft o.m. tot doel:
- het opnieuw verrijken van verarmd asfalt, waardoor zijn veroudering wordt tegengegaan en zijn
levensduur verlengd wordt;
- het definitief vastleggen van de (loskomende) begrinding van de toplaag.;
- de bitumineuze verharding beschermen door een waterdichte laag;
- het rijcomfort verbeteren (o.a. op keien);
- het opnieuw bekomen van een voldoende stroefheid;
- het uitzicht van het wegoppervlak verbeteren.

6.1.2 Materialen

De materialen zijn:
- zand voor bitumineuze mengsels volgens III-6.2.6;
- steenslag voor slemmengsels volgens III-7.1.2.10;
- vulstof voor bitumineuze mengsels voor verhardingen volgens III-10.1;
- kationische emulsie C60B1 volgens III-11.4.2;
- kationische bitumenemulsie met elastomeer C60BP1 volgens III-11.4.3.

6.1.4 Wijze van uitvoering

6.1.4.1 Algemeenheden
Het aanbrengen van een slemlaag is verboden indien de temperatuur ter hoogte van het
verhardingsoppervlak beneden 10 °C daalt, en/of indien er kans op neerslag is.
De langsvoegen van de te slemmen oppervlakken met de aanliggende verhardingen zoals o.m.
kantstroken, straatgoten, ingegraven trottoirbanden en andere verhardingen, dienen mee geslemd te
worden. Deze overlapping bedraagt ca. 2 cm.

6.1.4.3 Aanmaken van de slem
De slem wordt aangemaakt in een mobiele menginstallatie, voorzien van een permanent
mengseldoseringssysteem voor alle grondstoffen.

6.1.4.4 Aanbrengen van de slem
De slem wordt per laag machinaal aangebracht en gelijkmatig gespreid met een aftrekslede, voorzien
van regelbare slabben.
Na de breking van de bitumenemulsie wordt gewalst met een bandenwals.
Deze toepassing geldt voor alle gevallen bepaald in de aanbestedingsdocumenten alsook op de
onderlaag van een tweelaagse slem.
Wanneer na de breking de slem kleeft aan de banden wordt hij afgestrooid met zand. Dit zand wordt
verwijderd binnen de tien kalenderdagen na het afstrooien.
