Avis d'attribution (de marché) wordt gepubliceerd als de aanbesteding na analyse van alle offertes werd toegewezen aan een aanbestedende dienst. Ik heb de nota van inlichtingen dan ook enkel op sites uit Nederland gevonden. Men dient uit te maken of de inhoud al dan niet gelijkaardig is. Anders kan het ook "note de renseignements" zijn die eerder betrekking heeft in het kader van het indienen van de permis d'urbanisme (bouwvergunning). A mon avis, sur base de cette phrase, il faut l'interpréter tel quel: Lorsqu'un marché public a été communiqué par le biais de la publication de l'avis de marché, souvent celui-ci propose une visite des lieux ou réunion permettant de mieux comprendre le projet, ce avant la remise d'offre ou dans la première phase de la candidature. Je pense qu'ici on veut dire que l'attribution n’aura jamais lieu à l'occasion d'une telle visite ou réunion et que les questions et discussions suite à cette visite ou discussion doivent être introduites avec la candidature (= nota van inlichtingen ? en anglais : RFI – Request for Information ) ou la remise d’offre. Il se peut aussi que tout simplement, l’avis de marché a demandé d’ajouter une note de renseignements à la candidature ou à l’offre, mais pour être 100% sur il faudrait analyser le texte complet. -------------------------------------------------- Note added at 6 days (2013-03-05 08:32:56 GMT) -------------------------------------------------- Aussi, pour info, dans ce cas là, il n'y a pas question d'un permis de bâtir ou permission |
