agree  Yves Antoine: le site dit:diga sotterranea=traduction de barrage souterrain =digue. Un synonyme est aussi "barrage de confinement" qui à mon sens dit mieux ce que c'est.

Sous réserve du contexte, il s'agirait de barrières d'étanchéité visant à éviter les remontées capillaires par les fondations
Autrefois, on dressait quelques rangées de briques cimentées à la chaux hydraulique à la base du mur. De nos jours, on utilise, entre autres, des "bandes d'arase", bandes de matériau étanche disposées sous les murs.

À mon sens "barrage souterrain désigne un autre type d'ouvrage hydraulique qui n'est pas en rapport avec le secteur du bâtiment. (je n'ai pas le temps de vérifier plus à fond ce matin, désolé)
