The situation is shipping logistics.

Here's how it appears:

- City Buyout Service
- Sender is paying with buyout
- Create Buyout Order
- Gave buyout cash because of reopening
- Postage payment will be payed [sic] from the buyout

This strings are not truncated, this is exactly how they appear in the document.

After a long reasearch, I wasn't able to work out the meaning or come up with a proper translation in Albanian. Any help is appreciated.

In my opinion, this is one of the hard terms, and in general it's better to ask (work with) the client on how to go for it.
Personally, in this case I'd leave it as is, i.e. "buyout" and translate around it, and the first time it appears in the document, I'd make a note: "buyout" [përvetësim ose blerje e pasurisë, blerja e një kompanie të një kompanie tjetër, etj.]. I'm not saying you should use exactly my note, as I got approximate based on the provided context. Use a better definition of "buyout" in that note, depending on more context of that document.
I wanted to share this, just in case it may be of any help.

I forgot to add that, for the instance of
"- Sender is paying with buyout", you could do something as "...me programin "buyout".
