الرُّو / خلطة
Explanation:
roux = الرُّو / مزيج من الدهن والدقيق لتكثيف الحساء
a cooked mixture of butter or other fat and flour used to thicken sauces, soups, etc

batter = خلطة / عجينة سائلة من الدقيق والبيض
a mixture of flour, milk or water, eggs, etc., beaten together for use in cookery.

I wouldn't use "مخيض" for "batter", because "مخيض" refers to "buttermilk".

ومَخَضَ اللبنَ يَمْخَضُه ويَمْخِضُه ويَمْخُضُه مَخْضاً ثلاث لغات، فهو مَمْخُوضٌ ومَخِيضٌ: أَخذ زُبْده، وقد تَمَخَّضَ.

Asker: Can we translate "batter" as خلطة قلي just to specify it because the word "خلطة " is so general??? so as to say batter is خلطة قلي and roux is خلطة الرو ? !!

agree  Da'd Kan'an: This is very much correct... and if you want to use the terms used by cooks, you can simply say: عجينة الرو and for batter, use خليط and not the word used in the dictionary "مخيض" as in some cultures, like Jordan, it refers to some type of yoghurt
