Po zakonu, da bi fakultet započeo rad, mora da podnese molbu za dobijanje dozvole za rad. Molba se podnosi Ministarstvu obrazovanja, koje predaje elaborat fakulteta u osnivanju Komisiji za akreditaciju i provjeru kvaliteta.
Rješenjem Službe za inspekcijski nadzor Ministartva obrazovanja, nauke, kulture i sporta Srednjobosanskog kantona, pokrenut je provostupanjski postupak za zabranu rada određenog broja fakulteta na ovom području.
Prema riječima Franje Ljubasa, jednog od inspektora resornog ministarsva, svi fakulteti koji su osnovani na ovom području imaju rješenje za osnivanje, ali ne i rješenje za rad. On je pri tom negirao da na ovom području postoji 17 privatnih fakulteta koji rade na divlje.
