English term or phrase: Safety People
SAFETY PEOPLE stay on board in a vessel when divers dive into the sea to take dredge oysters or scallops. They "are able to assist a diver if something goes wrong, and even drive the boat if necessary. Use your common sense to guide you, but remember that children are unlikely to be considered safety people by a Fishery Officer. A friend who has had too many beers, or is asleep in the sun while you are diving will not be much help if something goes wrong."(http://www.fish.govt.nz)

How can SAFETY PEOPLE be translated into a good Chinese term?

Any idea is welcome! Thanks in advance!!!

This is the translation that I first thought of also. But there is another term for 救护人员 when you do back-translation that is: lifeguard/ ambulanceman. So I think it should be translated into another term. Thank you very much for your help!

Explanation:
According to the article, Safety People normally stays on the boat to as watchers. They come to rescue when the need arises. I think 守護 explains the role.
