最初的想法是，为了避免引起读者把“创业性”理解成了“创业（开创新企业）”。把这里的 entrepreneurial翻译成“开创性”。开来，最初的想法还是值得采用。为了避免出现歧义，建议译文是“开创性单位”。突出开创新产品，开创新领域。“创业”的“业”字带来的歧义。grow entrepreneurial units=发展开创性单位

To Jason Ma: 另外，是“创业性”而不是“创业”，一字之差，就有意思上的差别。前者是指发掘新产品，开发新领域的那种创业般，开创新领域，新产品的创业精神。这个公司已经创业很久了，这里提到的三个“创业性单位”，是该公司的其中分子，是在前线的“前锋”/开路先锋。如果翻译成“创业单位”，它们则成了一些新成立的，还在创业阶段，还没有什么市场重要角色的新生力量了。这跟原意不符。

To laoloup: The bottom line is, "translation is NOT 'interpretation' based on someone's literal understanding of the text, but translation based on understanding of the context where the text containing", by the way, "develop" here doesn’t mean “establish something from the scratch” but means “develop the existing units to a high level”.
