Problematika hodnocení, klasifikace funkčních schopností a vyjádření stupně
postižení ( disability) u osob se zdravotním postižením není jen otázkou odbornou, ale
i politickou.
Pojem disability se stává stále důležitějším problémem s rozvojem moderní medicíny,
která zvládá překonávat stále častěji klinickou smrt, dokáže léčit i velmi těžké, dříve
smrtelné poruchy organizmu. V posledních 30 letech nabývá velké závažnosti omezení, které člověk prožívá v souvislosti s poruchami některých funkcí a struktur. Tyto
„postižené“ funkce lze kompenzovat funkcemi neporušenými, tedy zdravím a faktory prostředí. Pojem disability se stal na mezinárodní úrovni zastřešujícím výrazem
v oblasti funkčních poruch, aktivit a participací.
