Basel III bestaat uit strengere internationale kapitaal- en liquiditeitseisen voor banken. Deze eisen worden hieronder beknopt toegelicht. Hogere minimumkapitaaleisen en extra buffers De minimumeis voor common equity, het bankkapitaal van de hoogste kwaliteit, wordt stapsgewijs verhoogd van 2% naar 4,5% van de risicogewogen activa. Bovenop deze 4,5%-minimumeis komt een nieuwe conservatiebuffer van uiteindelijk 2,5%. Deze buffer moet ook uit common equity bestaan (figuur 1). Banken mogen in tijden van crisis op de conservatiebuffer interen, mits zij tegelijkertijd snijden in winst- en bonusuitkeringen. De buffer is dus geen ‘harde’ minimumeis. Banken zullen zo’n situatie echter willen voorkomen. De minimale common equity ratio bedraagt daarom in de praktijk toch 7%. In tijden van excessieve kredietgroei komt de minimum common equity ratio nog hoger uit. Nationale toezichthouders mogen dan namelijk een anticyclische buffer van maximaal 2,5% eisen om de opbouw van risico’s in het financiële systeem te beperken.
