I am not sure what they are trying to say when using "deemed" in this sentence:
"The United States and other countries control or prohibit certain international transactions involving exports, deemed exports, re-exports, and imports."

Bedoelen ze veronderstelde exports, dus exports, veronderstelde exports, wederexports en imports?
Of vermeende exports?

Gelet op de bovenstaande context vind ik 'overdracht' wel passend voor 'release', of anders misschien 'bekendmaking'. Verder zou ik de Engelse term er tussen haakjes bij vermelden.
