agree  Ron Willems: "... en moet DAN worden uitgevoerd ..." zou ik zeggen; en 'licensed' gaat hier over het verkrijgen van een licentie en niet zomaar over goedkeuring.

  -> Ja, ik beschouwde "require" als een foutje, maar misschien moet het worden gelezen als "may be considered ... and MAY require ". Het is in elk geval logisch met "dan".
