One of the best ways to judge the suitability of a term is to see if reliable sources use it or not. Please search “دستور خانه نشینی” on Google and you will see that many well-known news agencies have used this term. Some of them are as follows:

It is not an exception. In all cities, there are certain hotels and residential places for the same reason. "Webster linguistics know much more than we do" is not a logical justification. The definition that more or less all dictionaries and online sources have covered is as follows:

a situation in which people are not allowed to enter or leave a building or area freely because of an emergency

I am not insisting on "قرنطینه" but just say "خانه‌نشینی" or "stay at home" as proposed by you is different from lockdown. Even the literal meaning of "lockdown" can help us find the obligation and confinement.

The situation you describe is a mere exception. You cannot generalize it to the whole COVID-19 situation. In addition, my logic for proposing this equivalent is based on Webster dictionary which is one of the most reliable dictionaries in the world. I think Webster linguists know much more than we do and have not proposed these definitions in vain. I still think the term “خانه‌نشینی” is the most accurate term and the term “قرنطینه” proposed by you is the equivalent of “quarantine” and is too general.

"Stay at home" is commonly used but it is different from "lockdown". Lockdown in places other than home makes sense for the ones not staying at their own countries during the pandemic. Some hotels have been specifically open during the outbreak for such reasons.

I think “خانه‌نشینی” perfectly conveys the obligation and it is widely used in TV and radio news.

It can be a lockdown at a hotel and the same.” You are right, but please note that this KudoZ term has the label “COVID-19” and based on Webster dictionary, “lockdown” exactly means to stay at home during the outbreak of an epidemic disease. Moreover, it does not make sense that people be kept at a hotel or school during COVID-19 situation as these places are all closed at this time and people are always encouraged to stay at home. We even have viral hashtags for #stayhome and #stayhomesavelives.

It clearly means an obligatory order not to go out. "خانه‌نشینی" means to "stay at home" which is too general and different from "lockdown".

In COVID-19 context, “lockdown” specifically means to stay at home and refrain from or limit activities outside the home. So, I think “خانه‌نشینی” could be the most accurate equivalent for this word, as other equivalent like "منع آمد و شد" and “قرنطینه” are more general and can cover the meaning of words like “curfew” and “quarantine”.
