The whole idea of the text is that they want to have the young men employed in order that they do not take part in the activities against the government like fighting and becoming disenfranchised from the government (روی برگرداندن از دولت or even نا امید شدن از دولت)

I think it has nothing to do with "becoming deprived from governmental rights!"

My sense is that they're all very wrong.

People feel disenfranchised from the government generally. The Republican party once stood for small government, fiscal responsibility, and freedom.

Googling the exact phrase "disenfranchised from the government", I found 23,500 results which are all, somehow, similar from the point of view of their connotative meaning. In the simplest form, the phrase has been used to mean "people are not with the government"!
Here, while we all know what the English phrase or sentence wants to say, we have to look for the most common or used Persian phrase or sentence for it!

from time to time in any language, meanings can change and it takes time for the dictionaries to catch and record these changes. As I said earlier, no dictionary that I have seen gives the meaning as "alienated/disillusioned". But it seems that the word is being used this way now. This usage may or may not survive. Only time will tell.

I searched Google for the exact phrase "become disenfranchised from" and it gave me 98 results all of which mean "being alienated from something". You can see it for yourself. You can even find a phrase like "become disenfranchised and alienated from" using a
search engine. however, when you use the word "get" or "be" instead of "become", the results you get have definitely different meanings than "alienated". I wonder if all those web-pages have really chosen the wrong word!

We have an interesting word here...disenfranchise definitely means "to deprive of some legal right, usually the right to vote". Also, it definitely does not mean "alienated from something" which is why Paran does not find it in dictionaries.

However, it seems to me that the writer did not choose the correct word here and if he did mean to say "disenfranchised" it would have been more correct to say "disenfranchised BY the government" because it is the government which does the disenfranchising.

It seems that "disillusioned with the government" or "alienated from the government" would fit better with what the writer was trying to say.

But, it is up to the Armineh to decide which way to go.
