English term or phrase: becoming disenfranchised from the government
The idea behind rehabilitating the bazaar is to promote commerce and to quickly get cash into the hands of [young] males so they will be gainfully employed and less prone to planting improvised explosive devices, fighting, or becoming disenfranchised from the government.

روی برگرداندن از دولت
Explanation:

روی برگرداندن از دولت
The whole idea of the text is that they want to have the young men employed in order that they do not take part in the activities against the government like fighting and becoming disenfranchised from the government (روی برگرداندن از دولت or even نا امید شدن از دولت)

I think it has nothing to do with "becoming deprived from governmental rights!"

My sense is that they're all very wrong.

People feel disenfranchised from the government generally. The Republican party once stood for small government, fiscal responsibility, and freedom.

Googling the exact phrase "disenfranchised from the government", I found 23,500 results which are all, somehow, similar from the point of view of their connotative meaning. In the simplest form, the phrase has been used to mean "people are not with the government"!
Here, while we all know what the English phrase or sentence wants to say, we have to look for the most common or used Persian phrase or sentence for it!

دلزده شدن از/زده شدن از/بریدن از/احساس بیگانگی کردن نسبت به

Explanation:
If someone becomes disenfranchised from something, they are emotionally or intellectually separated from it. I don't know why this idiom is not given in any dictionary, but a synonymous idiom which is more frequently used is "to be/become alienated from sth". Here are some possible translations:

بریدن از
زده شدن از
دلزده شدن از
احساس بیگانگی کردن نسبت به
رویگردان/ناامید شدن از
