16:9, 4:3, etc. express the aspect ratio, specifically. But they are also considered formats. See the terminology in

Regarding "title", I think most people would think of the "movie title" as the title of a DVD. In other words, the "contents" of the DVD. This is why I questioned the need for the word "title" even in English in this case...when you play the DVD, you play the contents of the DVD.
"title" is not used to refer to a scene...menus on DVDs usually use the word "chapter" or "scene" for the divisions in the movie.
To summarize...if you want to play a DVD on a wide-screen TV, you don't really care about the "title" of the DVD. You want to make sure that the TV (or projector) is set properly to 16:9 or to 4:3 to match what is on the DVD. You normally find this information on the back of the DVD box. Again, the actual title has nothing to do with it.
