Unfortunately, there is no more context, but I feel I should offer this suggestion. To my "ear" the sentence has nothing to do with a flat tire (usually disastrous in a car races if the driver does not exit immediately) and if it was about a flat tire, the grammar would need to be very different...rather "flat" here is used to emphasize (like "flat broke") "clicking it"...the whole phrase is commenting on the driver's speed coming up the course.
