This is what it says:
"If you have a dotted line reporting relationship other than your direct line manager, you may ask them both to complete the questionnaires"

I believe it's referring to a person who is your manager for some projects or issues but is not your usual manager - I could explain it like that in Finnish but was wondering whether there was anything snazzier. Thanks!

A dotted line would represent (as you thought) a tentative or occasional reporting relationship. I would translate it literally to please the writer who is being very clever in coining a new term! I think that its meaning is clear from the context.
