English term or phrase: outer ring road
Because last time I drove through Europe I got lost at Brussels. I could not tell the difference between the references for the inner and outer ring roads and ended up going around the inner ring road for a couple of hours trying to find my way out again.

Buitenring
Explanation:
Outer ring road: de (Brusselse) buitenring (in the immediate surroundings of the outer city)
Inner ring road: de (Brusselse) binnenring (around the centre of the city)

Wat is het verschil tussen de Brusselse binnenring en de Brusselse buitenring?

De binnenring omsluit het centrum van de stad; de buitenring sluit onmiddellijk aan bij het buitengebied van Brussel.

agree  Bart Servaes: The site mentioned above by Gert offers a good mnemonic trick: outer ring road = anti-clockwise traffic, inner ring road = clockwise traffic. This is however the other way around in left-driving nations, so be careful in EN/NL-NL/EN translations.
