This allows for pan and tilt control as well as user assignable speeds and operation modes with 2 custom toggle switches on the transmitter. to be more precise the user can not just set any speed at any moment in time. what the user can do is to use two "custom toggle switches" and assign whatever custom settings he wants to this two switches. for example "sweep the controlled area in 1 sec" and "sweep the controlled area in 10 sec". Once these two switches have been customised, he can flip any of them and assign one of the preset options to the camera system, BUT NOT not just any possible speed, as it would be possible with a dedicated speed control button. This sounds to me like putting a gloss on limitations of this system (no mention of the Z in PTZ - no zooming either)
Like cheap cameras with fixed-focus lenses being renamed "focus-free".
All this assuming that it's about cameras, which might be or not the case; as the given context info "Aerospace / Aviation / Space / Legal" sounds rather mysterious. (= legal aspects of Tech/Engineering in space?)
