This could be understood as well-defined "gates" like in these documents:

but could almo mean "to clear" ie have the decision points approved, like in these documents:

the metaphor could be from aviation industry, "to clear gates" means in aircraft to control jargon to depart from the terminal, so this could also mean "authorization to start":

I figured it out as well and I can tell you that I copied and pasted the text as it is written in my document.
That could be a "policy" perhaps.
I will also ask the question to the client and keep you informed as soon as possible.

Something seems amiss with your source text; could you please confirm if you have made an error copying it, or if there is actually something wrong with your source text?

"Have a clear gates where decisions are made on the transfer"

Normally, 'have' like this woulnd't be followed by 'a' + a plural — so is the 'a' an error... or is there a word missing, like 'policy' for example.
I think it's quite important to try and identify where the error is, in order to make proper sense out of it, as there are several ways it might be interpreted as it stands.
