L'auteur vient de dire que la mondialisation appartient à ce qu'il appelle l'ère patriarcale, tandis que la "planétisation" relève de valeurs matriarcales ou plutôt "matristiques", qu'elle est davantage axée sur les relations, etc. Il dit ensuite :

'remedial' faisant certainement référence à l'image des cours de rattrapage, j'opetrais pour une traduction conservant la même métaphore.
Le terme "attardé" pouvant être mal perçu car souvent péjoratif, plusieurs suggestions : "cancres", "mauvais élèves", "derniers de la classe"
