Il semble qu'on cherche à vanter (dans la charabia habituel) un modèle de gestion de l'entreprise qui garantit des économies sans sacrifier la qualité, mais comme on parle de "from (...) to predictive repairs" il est permis de croire qu'on va du (tout) début à la "presque-fin", ce qui me suggère quelques possibilités:
- de la conception jusqu'aux réparations prédictives (!)
- de l'expédition jusqu'aux...
- de la prise en main/mise sur route...

it might be obvious to you as you have the whole ST, but we would have to make more or less educated guesses.

1 - what are these scooters used for?

2 - "technology stack and data capabilities etc" would imply that there is some software that is part of the whole picture - what kind of software?

The ST as it is makes perfect sense - pending more details from the Asker to avoid the 1% possible error.

I half suspect you have a typo here, and it should in fact be 'routine' — which would correctly apply alongside 'predictive'.
It may depend a bit on exactly what services this company provides, as it could relate to 'routing' stock from the manufacturer to the various retail outlets.
