I think there's more to it that your explanation actually says.

It is very common, of course, to use two (or more) shots of the same scene, and then to intercut them for artistic effect; but this usually takes place in a time-respecting sequence: i.e. we cut from one shot to the next shot at precisely the same moment in the action.
What 'double cutting' refers to is where the time continuity of the action is not respected — so we might, for example, witness the same piece of action over and over again from different shots (a common technique in porno movies!)
Used to effect, this can be very powerful — but as a stylistic technique, it all too easily draws undue attention to itself, potentially detracting from the actual content of the film.
