What do Dubbing Mixers do?
Re-Recording Mixers, formerly known as Dubbing Mixers, work with all the sound elements (dialogue, automated dialogue replacement, foley, sound effects, atmospheres, and music), and mix them together to create the final soundtrack. They are primarily responsible for ensuring that film sound is correct both technically and stylistically.
Setting the relative volume levels and positioning these sounds is an art form in its own right, requiring the skill and aesthetic judgment provided by experienced Re-Recording Mixers. Because of changes in technology, many jobs in sound post production are less easily defined, e.g., on some small to medium budget films, Re-Recording Mixers may also work as sound designers.

Explanation:
Oddly enough, FR terminology doesn't seem to have a specific term for the 'dubbing mixer', since 'sound engineer' is rather broad, and could encompass the recording engineer on set, for example.

However, the job of a dubbing mixer (and I ought to know, I used to be one!) is to bring together all the sound elements, blending (mixing) them to produce a homogeneous soundtrack that creatively enhances the whole picture.

This kind of 'dubbing' (which is a UK term, the US generally preferring the perhaps more logical 're-recording') is of course nothing to do with dubbing into a foreign language — which is a later re-use of the same word.

Although there may be various kinds of engineers in the foreign-language dubbing process, that's not what the job title 'dubbing mixer' means; though of course, there will also probably need to be a dubbing mixer involved anyway!

The kind of 'dubbing' that means 'doublage' is most usually referred to as 'foley' — this is about post-synchronization, the adding-back-in of all sound effects, including sync sounds like footsteps and dialogue; in the main credist of a film, this is NOT usually about foreign language versions, simply because of course there would need to be a different credit for each language! Which is why most films have a separate section of credits with, for example 'French version: ...' and then the list of voice talents and technical personnel. This is not, of course, always the case with major feature films, which often do have credits that are better integrated into the main credits. But you will still usually see the 'main' dubbing mixer and any foreign language version staff listed in different places.

The term 'dubbing mixer' is used exclusively in film production, whereas the terms 'sound mixer' is used in many fields, including TV and live performance; and 'sound engineer' is a more general term still, covering a wider range of activities, and applicable across the board in all media where sound is used; it is in particualr the term usually used for the person doing the mixing in a TV environment.

In very many areas within the media, the 'sound engineer' is the name give to the person whose responsibilities include, among other things, mixing the sound. However, in certain specific fields this job may be given a different title, which amounts to materially the same thing, even though there may of course be detail differences. One of these specific fields is movie credits, where the now old-fashioned term 'dubbing mixer' has stuck — and do note, this term has hung on a long time within the BBC (linguistic inertia of a big institution?)

Sadly, I have had trouble finding good on-line examples of FR movie credits, to provide a representative sample of the kind of terms used.

In the centre-factory ref. I posted above, it can be seen that dubbing mixer, sound mixer, and sound engineer correspond roughly to mixeur, ingénieur son, preneur de son — but note that this is not an exact one-for-one correspondence; they are using 'ingénieur son' as 'sound mixer', although it can also correspond to 'preneur de son'; and the difference between 'dubbing mixer' and 'sound mixer' is not really as clear cut as all that; the real distinction to be made is between 'production sound mixer' (= during shooting) and 'post-production sound mixer' (= in post, i.e. dubbing [BE] or re-recording [AE])

  -> No, sorry, Lorraine, it isn't! In our industry, the person who mixes the sound is often called the sound engineer in EN too; it means the same thing as '(dubbing) mixer', though can ALSO have wider connotations, of course.

In the post-production process for film and television, the re-recording mixer is responsible for pulling together the complete soundtrack, and refining that audio for technical and aesthetic quality. He or she combines the efforts of the sound effects editor, Foley artist, music editor, and dialogue editor into one cohesive sound product that seamlessly accompanies the images on screen. -
Duties

The re-recording mixer, formerly known as the dubbing mixer, is usually hired at the start of post-production and works under the direction of the supervising sound editor. This person works closely with the larger post sound department, producer, and director to expertly fuse together the numerous audio elements that complete a film or television show. His or her first task is to mix a soundtrack for audience previews of the show. With all sound effects and dialogue complete, the mixer refines the audio, combining the various separate tracks. Finessing the audio includes adding crossfades and balancing the volume of the score underneath the dialogue, as well as ensuring that dynamic sounds are neither too soft nor too overpowering. At this stage, music in the film is usually part of a temporary soundtrack produced by the music editor and music supervisor, and may not make the final cut. Mixing is performed in a dubbing studio, which typically houses a large mixing console and theater-style projection screen, as well as limited seating for viewing rough cuts.
