It refers to the very specialiszed art of post-synching footsteps and other similar man-made noises; coconut shells for horses hooves, etc. The point being that unlike most other 'momentary' sound FX, these are not usually edited in individually, but (used to) rely on a skilled artist to reproduce the footsteps etc. in sync with what they see on the screen.
