Right, just as I thought, this seems to be a (US?) product for (mainly professional) bakers, and seems to be a form of icing specifically intended for applying in strings — this particular site mentions 'squeezable', suggesting it may come in some kind of tube. And it also seems to be heat-resistant, so perhaps that means it can even be applied before baking!
