Most of what Johannes asks about is pretty self-evident from the context, the only bit that isn't — and sadly it's crucial here! — is the way 'that' is being used here!

I strongly suspect it is actually meant to be 'at', and as we know from your previous document, where the same mistake was made, by 'at' they almost certainly meant 'to' (typical mistke if original writer were e.g. FR, where 'à' = both 'at' and 'to'.

Aha! Now this is the missing context that I asked for in your other queston about 'lead' — and exactly confirms my original hunch: that we are dealing with a lead / lag situation here.
It also confirms for sure that your document is not native EN, and is very flawed.
