As your questions come through, it is becoming clear that the source text EN is very, very flawed!
I strongly suspect that what they are actually talking about is the kind of 'patch panel' arrangement usually used with signals cables (like an old-fashioned telephone switchboard!) for connectins (say) any output to (say) any iinput.
There is of course no reason why this could not be done in plumbing too (though for the moment, the reason why one might want to rather escapes me...), in which case, this type of connector would of course be a boon!
So I would suggest you might start by considering this as if it were some kind of 'panneau de brassage', and see if that makes sense in your context?
